I'm wondering how I just did this, but I installed D9 on a server running Apache/2.4.6 (CentOS). I actually did it by accident while testing out a composer installation. I thought it might be a fluke so I removed it. and did it again. Both times it shows as a working Drupal 9 site.

Was this requirement changed?

per issues like https://www.drupal.org/project/drupal/issues/3114079#comment-13470235 - there are backports into CentOS and other environments into 2.4.6 which then don't have an issue. I don't think Drupal checks 2.4.6 before install but if you aren't running a 2.4.6 version that has been patched by the security backports you are likely to run into the issue as discussed in the thread related to https://www.drupal.org/project/drupal/issues/2854817

The server keeps up with all the security updates, but I thought that would still make it not install.
I'm working on a way to move to a new Ubuntu based server in the hopes that will make it so I can really upgrade all my sites.
