In Drupal 7, the Multipurpose theme shows multi-level dropdowns. Bootstrap 3 can be made to do this with a bit of patch code ( see the Drupal Legoland bootstrap video series ).

The bootstrap Business theme demo for D7 gives multi-level dropdowns but this theme must have been modified because the basic theme doesn't do this.

Can anyone recommend a D9 theme, preferably bootstrap based and free, that shows multi-level dropdowns on hover?

https://www.drupal.org/project/superfish may be an option if none of the themes provide dropdowns/slideouts out of the box.

https://www.drupal.org/project/bootstrap_barrio - project page claims it ships with dropdowns but there is a caveat that you will need to read and ensure configuration for.

The latest Superfish works (D8/9) works well with the themes Ruhi  ( https://www.drupal.org/project/ruhi ) and The X ( https://www.drupal.org/project/thex ). Dropdown on hover. Brilliant. 

I tried Barrio in D8 and, as you warned, there were some issues. I'll revisit this one in D9. As well as looking again at Bootstrap 3 with Superfish in D9.

Drupal8 W3CSS Theme comes with a responsive main menu and It is three level drop-down menu. The drop-down works on hover for big screen and on click for small screen.

Not bootstrap.  I use it extensively on my site ... I have to click to expose the second level of menu(s) but I never looked into getting hover to work.  Good support from the theme developers.  Personally I never had a need for bootstrap and its overhead.

It looks good and I'll have a play. The project page is a real mouth-water! The demo site, viewed on a pc, shows multi-level dropdowns very nicely.  Good to know you use it regularly and that support is available. Thanks again for your help on this.
