which theme in in use?

Have you tried setting a core theme as default in settings.php?

Wrong line. Set # $config['system.theme']['default'] = 'stark';

Also ensure to empty database cache tables and test

if no change, remove the theme folder from the file system and test. Normally removing the theme will provide the text needed to navigate without any CSS.
