Is there a way to make it so when users create a group, the group comes with some content already in it (based on what they filled out when creating the group)? This would be for things like custom content types, other groups or forums.

Do you mean custom content or custom content types? If it's the latter then you are going to have to code something yourself. If the former (and other groups/forums), this can be done with rules.
