I will explain in more depth you see on drupal.org where your signed in and once your signed in you get your username and links that apply to you? Well I have the samething on my site but it has navigation links in there as well which I want to create another content box for the navigation links.
you can move menu items
you can move menu items around in administer -> menus
when you create a new menu, it will add a new block.
finally figured it out
