I am trying to make a site for teachers and their students. Is there a way to allow an administrator to add new users by creating their username and password. For example, this would allow a teacher to enter his/her student's usernames and passwords.

First you need to grant 'administer users' permission to teachers role. Then they can go to admin/user/user/create to create new users.

Right, but is there a way for a person to add users without having access to view, delete other users.

Like if you are the manager of a group you can add new users, but they already have to be members of the site because you are just adding them to your group.

Is there a way for someone to be able add and administer their "own" users without seeing or being able to administer "others'" members?

Please test organic groups.
But there the teacher needs to invite people to his/her group, not to create actual users.

Teachers would be OG group admins and with associated priviledges.
