I would like to create a website that allows guest to be registered as users, as a registered users, they are allow to post out details and picture of their available rooms for let depending on the locations individually. 

May I know, is there any features that enable drupal to allow users to log in and start posting details all in front-end and not in drupal's administrative dashboard.

yes. https://www.drupal.org/project/bat which seems to be where most significant development is currently occurring. If you aren't comfortable with bat, you can investigate other options pre-bat but those will all likely be D7 rather than D8 such as https://www.drupal.org/project/rooms

There may be other options as well. The above were located with a google search.
