This is what I am looking for:

an article submission-review-approval-publish. a author submits a paper, the editor appoints a reviewer to review the paper, the reviewer adds a comment, finally the editor approves or rejects the paper. If the paper is approved, it is published.

What module(s) needs to be installed? Thanks.

That is a good place to start. I don't see a handbook entry for this. Go ahead and down the code and start playing with it.

You can do this with core drupal-- just uncheck the default publish option. Then any role with the "administer nodes" permission can edit the node and publish it.

You don't mention which version you're using, but you can also do this with the http://drupal.org/project/workflow_ng (http://drupal.org/project/rules in d6) module. There's also the http://drupal.org/project/modr8 and http://drupal.org/project/revision_moderation modules.
