I have heard that Drupal has a system or a method, that depending on the performance of the site it enable or disable some modules, where can i find info. about ?

Goto admin/build/modules,
Goto admin/build/modules, and enable "Throttle". This will add another check box to each module, enabling or disabling the throttling in the case of site congestion.

No, as far as I know, but usually you would throttle modules which:
1. You don't mind much if the visitors don't see their output sometimes.
2. They generate too many SQL queries (usually measured with the http://drupal.org/project/devel module)
