security.drupal.org Drupal 7 upgrade deployment

We will be updating s.d.o and all custom modules to Drupal 7. This will give us better automation of tickets and SA’s. We will be introducing a new criticality scale, and will also have the ability to automatically add maintainers to issues.

Backout plan: Although the process has been tested, there is potential for the upgrade to fail. To mitigate this risk the deployment can be delayed and rescheduled. We will be able to roll back to Drupal 6 via database/code backups.

Implement render_cache module for comments

Add the render_cache module to www.drupal.org to improve performance of loading comments. Initial testing shows roughly a 30% speed improvement.
