Maintainership and sandboxes

Sandboxes are not transferred between users because this causes technical problems, and it is not necessary.
If you are interested in becoming the owner (or maintainer) of a Drupal contributed sandbox project that is abandoned and maintain it, simply clone it; if you need the namespace the sandbox is using, file an issue.
