Issue #2828756 by cebasqueira, PaulDinelle, Grimreaper, rsmylski, ElusiveMind: Special characters are being incorrectly encoded (accents, tildes) in the tweet contents field
Changed a bunch of items to require UTF-8 database support for emoji's and removed all of the code to make them not go into a non-utf-8 database
