Update Foundation to 6.3 (#53) 

* Remove commit hash from zurb_foundation requirement.

* Add <section> to the allowed rich_text tags to fix bug with TEC footer.

* Update dfs_base to Foundation 6.3.

* Update tec to Foundation 6.3.

* Updated Foundation JS to 6.3.0.
