The New York County District Attorney’s Office has a long tradition of excellence and non-partisanship, and is considered one of the nation’s preeminent prosecutor’s offices. The District Attorney, CY Vance Jr., is a leader in criminal justice reform and crime prevention. Mr. Vance is a recognized leader in criminal justice reform and proposed a compelling vision for moving the Manhattan District Attorney's Office forward with a focus on crime prevention.

Mr. Vance has reorganized and consolidated the resources of the District Attorney’s Office by creating the Cybercrime and Identity Theft Bureau, the Major Economic Crimes Bureau, the Special Victims Bureau, the Public Integrity Unit, the Violent Criminal Enterprises Unit, and the Hate Crimes Unit. Additionally, in partnership with the New York Police Department, his groundbreaking Crime Strategies Unit gave Manhattan Assistant District Attorneys a geographical understanding of the multifaceted crime issues in all of the communities they serve.
In keeping with his vision, Mr. Vance was looking for an improved way of communicating with the citizens of Manhattan as well as a way of keeping them involved in the happenings of the city. His objective for the project was to easily reach community members in the New York City area, as well as to continually publish content and serve as an information portal for the District Attorney of New York.

For this purpose we advised him to create a Drupal-based interactive website that would act as a platform where the citizens of New York could interact with the DA’s office directly. The site would provide portals to Community Initiatives, a Learning and Resource Center, Victim & Family Resources, Careers and Training, Media Center, etc.

Why Drupal was chosen: 

Drupal was the ideal Content Management System as it provides a great platform for building complex CMS-based websites and integrates very well with interactive web services.

Drupal was chosen principally because of its low-cost entry point and open, modular architecture that provides the perfect foundation. Its flexibility, security, modularity, stability, and rich availability of contributed modules were important for the implementation of the project. Drupal’s multilingual features were also a key requirement for the DANY site, In addition to its Text Resize, Google Analytics, Site Map, Photo/Video Gallery Modules, Captcha, Rules and Permissions, etc. These features were vital to successfully organizing the site’s infrastructure as well as facilitating ease-of-use among several different user groups.

With a wide variety of contributed modules, we were able to build a system that could meet the current site requirements and easily add new functionalities in the future. Drupal boasts a thriving community for support as well as a proven security track record—which is a paramount issue for government websites.

Goals
Build an essential tool and up-to-date resource that would be both a one-stop information portal for New York County people and a gateway between the citizens and the DA’s office. It was also of paramount importance that the web site could be easily managed by the team at the District Attorney’s office.

Requirements

  • Develop a robust, secure CMS application for the DA’s staff to manage content easily through the backend.
  • Develop a multilingual site with Text Resize, Captcha, Google Analytics, Sitemap, and many other features.
  • Develop a custom community event calendar, photo gallery, and video gallery.
  • Develop a solution to manage press releases, speeches and news.
  • Develop a secure and customized CMS solution to meet staff requirements.
  • Provide a user-friendly backend solution so that non-technical staff can manage site content without any technical team support.

Outcome
Icreon Tech Inc. built a gateway for DANY which allowed the citizens of New York to connect with District Attorney’s office. Employees at the New York DA’s office are also able to independently manage their website without any technical know-how. Press releases, newsletters, and community initiatives are easily updated and published on the Icreon-built custom Drupal solution.

Why these modules/theme/distribution were chosen: 

With Manhattanda.org being a multilingual site, we used locale modules with other contributed translation modules to allow support for multiple languages.

In addition, the webform was a necessary module for creating custom forms in Drupal. As needed, we customized some of these modules to fulfill the project requirements.
