The Colombian National Police is one of the four armed forces of Colombia, it is a monolithic Corps and their institutional mission is to maintain the order in the country and to preserve the property and honor of the Colombian people.

Project timeline

1.Identified expectations for this project : At this stage, our company scheduled meetings with the client in order to understand their needs in accordance with the improvements required to be achieved.
2.Interviews with users: At this stage, it was necessary to undertake interviews with all the stakeholders, particularly with users; the information was processed and taken to the IA documentation.
3. Information Architecture: Functional and content features of the website evolved towards the documentation needed to undertake development, taking into account that each Police dept. in every single town or city in Colombia had to be accountable and that should have been empowered for managing their own content and local information.
4. Scope re-delimitaton: At this stage, it was necessary to double check the whole documentation and design, in order to delimit the scope of the project and to verify the user's cases.
5. Time line : This project was forecasted to be developed in a timeframe of 6 months.
7.Infrastructure configuration: SeeD helped the IT department of the Colombian National Police to set up, configure, optimize and finally turn on the infrastructure where the site was to launch the site in production.
8. Launched this site in compliance with all the client's requirements in terms of content migration.

Why Drupal was chosen: 

Drupal has proven to be the right choice for government organizations to undertake a serious Digital Transformation process ; the adoption of Drupal amongst ministries and public entities in Colombia is very high; its been more and more adopted with excellent results and very good levels of satisfaction by .govs. These are some of the reasons why the National Police has chosen Drupal, as well as, the assurance that the CMS capabilities of the platform would be a total fit for their needs.

Describe the project (goals, requirements and outcome): 

Currently the Police has a brand new website with the CMS empowerment for very local content , UX, UI and web accessibility makes it easy to use for the Colombian citizens.

The Colombian TIC Ministry has delivered guidelines in order to enforce government web portals to be compliant with in terms of usability, integration with third party transversal government tools, search and usability policies and content. Those goals had to be taken into account as well as some general points such as the citizen's abilities to search information, make public complaints and interact with the police forces in all possible ways, not forgetting social media.

Why these modules/theme/distribution were chosen: 

The National Police has multiple police departments in the whole country and those local departments have relevant content to publish on every day basis; they need to have the capability to administrate that content locally. Organic Groups allowed the separation of these responsibilities using other modules such as calendar and media. ECK provided the possibility of creating elements that were not necessarily web sites . By doing this, it was possible to include new components that would improve the user experience.
